Data stored in ArcGIS Enterprise databases is not encrypted at rest. However, we encrypt the underlying file system to protect sensitive data from unauthorized access in the event that physical media is compromised, stolen, or accessed without authorization.

Yes, at an additional cost. We recommend using ArcGIS Data Store only unless there is a specific requirement, such as Parcel Fabric or geometric networks. 

Currently, ArcGIS Enterprise licenses can only be purchased directly through Esri. We will work with you and your Esri Account Manager to configure the licensing specific to your organizational needs.

No. It is not possible to maintain a SOC II compliant tenant with client access without significant expense.

Yes. At the end of your subscription, we can transfer your Microsoft Azure tenant to your organization and terminate our ArcGIS Enterprise Managed Services. At which point, you would take responsibility for the maintenance and security of the ArcGIS Enterprise environment. DDS will move into a consulting role, if requested.

Yes. We support the configuration of SAML 2.0-compliant identity providers into Portal for ArcGIS. The advantage of setting up a SAML provider is to provide users an SSO experience rather than managing multiple user accounts.
